Create a workspace

POST /v1/workspaces

A shared workspace; its creator is its first Owner. Humans only, and limited per account whatever the plan: a Free account owns up to 3 shared workspaces (25 once it owns one on Pro; the personal workspace doesn't count), creates at most 5 a day, and needs a verified email. Accounts above the limit keep what they own. 402 plan_limit (a Free account at its 3) or ceiling_reached (at the most an account may own), 429 rate_limited (5 a day; Retry-After runs to 00:00 UTC), 403 email_not_verified. Nothing is created in any of them.
